Memorandum from Ms. L. McEachern, Manager - Planning Division, dated April 16, 2012, advising that representatives from the IBI Group will present an overview of the Golf Links/Junot Corridor Study and a summary of their recommendations. (Pages 27 - 28)

Report No. 2012.069 (Planning) recommending that the Golf Links/Junot Corridor Study prepared and presented by IBI Group in association with Engineering Northwest Ltd. and Turner & Townsend cm2r Inc. be received, be considered a reference document and that the information be used to support efforts to leverage funds. With respect to Report No.2012.069 (Planning), we recommend that the Golf Links/Junot Corridor Study prepared and presented by IBI Group in association with Engineering Northwest Ltd. and Turner & Townsend cm2r Inc. be received;

AND THAT this report be considered a reference document to inform future land use decisions;

AND THAT the information in this report be used to support efforts to leverage funds required to undertake the widening and other infrastructure upgrades within the Golf Links Road/Junot Avenue Corridor.

Telecommunication Towers Consultation and Concurrence

Report No. 2012.073 (Planning) recommending that the City of Thunder Bay proceed with the issuance of a "Concurrence Letter" for the proposed antenna structure location applications by Bell Mobility Inc., relative to 425 Edward Street North and 1560 Highway 61. (Pages 35 - 45)

With respect to Report No. 2012.073 (Planning), we recommend that the City of Thunder Bay proceed with the issuance of a "Concurrence Letter" for the proposed antenna structure location applications by Bell Mobility Inc., relative to:

425 Edward Street North (south side of Northwood Park Plaza), legally described as Plan M119

Part Lot 1, FWR 442 Parts 5 & 6, Parcel 22623 TBF; and

· 1560 Highway 61 (Valley View Motel site), legally described as Plan 685, Lot 3 less highway;

As the City of Thunder Bay is satisfied that the applicant has met the conditions of the required community consultation process undertaken for installing telecommunication antenna structures at these locations, and, as such, is in concurrence with Communication Towers Consultation Policy 02-02-15.

Removal of "H" - Holding Symbol - John and Susanne Lopez - 1381 John Street Road

Report No. 2012.026 (Planning) recommending that the request to remove the "H" – Holding symbol from a portion of Registered Plan 547, Part of Lot 31 and Lot 32, shown as PROPERTY LOCATION on Attachment 'A', 1381 John Street Road, be approved. (Pages 46 - 52)

Urban Design and Landscaping Guidelines

Memorandum from Ms. L. McEachern, Manager - Planning Division, dated April 16, 2012, advising that representatives from Brook McIlroy Consultants will present an overview of the Urban Design Guidelines developed. (Pages 68 - 69)

Report No. 2012.072 (Planning) recommending that the Urban Design and Landscaping Guidelines Document prepared and presented by Brook McIlroy Inc. be accepted and that the document be used to guide development within the community. This report is being introduced as a 'first report' to allow Committee of the Whole and the general public time to consider the implications of the report before its recommendations are considered by Committee of the Whole on May 28, 2012. With respect to Report No. 2012.072 (Planning) we recommend that the report be received;

AND THAT Report No. 2012.072 (Planning) be presented at the May 28, 2012 Committee of the Whole meeting for consideration.

PETITIONS AND COMMUNICATIONS

Official Plan and Zoning Bylaw Amendment Application Fees for Not-for-Profit Organizations

Memorandum from Councillor A. Ruberto, dated April 16, 2012, containing a resolution, relative to Report No. 2012.041 (Planning) - Official Plan and Zoning Bylaw Amendment Application Fees for Not-for-Profit Organizations, previously presented at the March 19, 2012 Committee of the Whole meeting. (Pages 76 - 77)

With respect to Report No. 2012.041(Planning), we recommend that a discount be provided of 25% to 100% for not-for-profit organizations on any Official Plan or Zoning By-law amendment application fee;

AND THAT Council with Administrative support be authorized to deal with each application on an individual basis;

AND THAT any necessary by-laws be presented to City Council for ratification.

NEW BUSINESS

Ring of Fire: Support for First Nations Determination of Development

Memorandum from Councillor J. Virdiramo, Chair – Inter-Governmental Liaison Committee, dated April 19, 2012, containing a resolution relative to Ring of Fire: Support for First Nations Determination of Development. (Distributed Separately on April 19, 2012)

With respect to the development of the mineral deposits known as the Ring of Fire, and recognizing the primacy of First Nations communities to take steps to have their communities directly benefit from the development of the Ring of Fire, we recommend that City Council support the fundamental intent of the resolutions arising from the joint meeting of the Lake Nipigon First Nations, the Matawa North-South Alliance and the Municipalities of Thunder Bay, Greenstone and Nipigon at the meeting of April 14, 2012;

AND THAT copies of this resolution be distributed to the member municipalities of NOMA, area Members of Provincial Parliament, the Minister of Northern Development & Mines, and the Provincial Ring of Fire Coordinator, area Members of Parliament and the federal Minister of Natural Resources.
