Potential Land Sale

Report No. 2012CLS.018 (Realty Services) relative to the above noted, was previously presented at the Special Committee of the Whole (Closed Session) meeting held on April 23, 2012.

With respect to Report No. 2012CLS.018 (Realty Services), we recommend that the surplus property municipally known as 951 Carrick Street and described as Part of Plan M-42, Part of 12th Avenue Closed, and Part of Lane, Plan M-42, be sold to Badanai Holdings Ltd. for the sum of $200,000.00;

AND THAT the General Manager of Development Services be authorized to execute any and all documentation required in order to finalize the transaction, in a form and content satisfactory to Administration and the City Solicitor;

AND THAT any necessary by-laws be presented to Council for ratification.

Surplus Real Property Declaration - 7 Locations

Report No. 2012CLS.015 (Realty Services) relative to the above noted, was previously presented at the Special Committee of the Whole (Closed Session) meeting held on April 23, 2012.

With respect to Report No. 2012CLS.015 (Realty Services), we recommend that the properties and easement interests described in this Report be declared surplus to the City's requirements pursuant to the City's policies, and be disposed of in accordance with the method set out in this Report;

THAT public notice of the proposed disposals be given in the manner set out in this Report;

AND THAT the City grant easement interest over a portion of Lots 485 to 487 Plan M-89 and municipally known as a portion of 553 Memorial Avenue (C159) for utility purposes at the request of Tbaytel;

AND THAT the City grant easement interest over a portion of Mining Locations 19 & 20, Portion of Section 18 McIntyre, Portion of the West Subdivision Section 22, McIntyre and municipally known as a portion of 551 Hazelwood Drive (F58), for utility purposes at the request of Union Gas Limited;

AND THAT the City’s interest in a portion of vacant lands commonly known as the Dawson Road Extension (F64) described as Part of Mining Location R3, McIntyre, Designated as Part 2 on Reference Plan 55R-8139, be sold at fair market value to the abutting property owner and conditional upon the development of a plan of subdivision;

AND THAT the City grant easement interest over a portion of Block A, Plan M-314 and municipally known as a portion of 180 Castlegreen Drive (F67) for utility purposes at the request of Tbaytel;

AND THAT the City’s easement interest in the property being Part of Lot 25, Concession 2, designated as Part 3 on Reference Plan 55R-12408 and municipally known as 2551 Rosslyn Road (G31), be released;

AND THAT the Mayor and Clerk be authorized to execute all required documentation in form and content satisfactory to the City Solicitor;

Contract 2, 2012 - Sidewalks, Street Lighting and Traffic Signal Installation

Report No. 2012.062 (Engineering) recommending that Contract No. 2, 2012 for Sidewalks, Street Lighting and Traffic Signal Installation be awarded to Bay City Contractors (Thunder Bay) Inc., which submitted the lowest tender in the amount of $1,038,744.59 (inclusive of HST). (Pages 31 - 38)

AND THAT the work be funded in accordance with the Source of Financing form attached to this Report;

AND THAT Appropriation Change Order No. 10 be approved;

AND THAT the General Manager of Infrastructure & Operations report any circumstances to City Council should variations in the contract quantities occur as work proceeds;

AND THAT pending a further Report from the Parking Authority, free two hour maximum parking at meters be offered within the courthouse reconstruction area;

Directional Drilling of the Victor Street Feedermain Crossing of the Kaministiquia River

Report No. 2012.063 (Engineering) recommending that the proposal submitted by LTL Directional Drilling Services Ltd., dated March 16, 2012 be accepted in the amount of $750,320 inclusive of HST. (Pages 59 - 68)

With respect to Report No. 2012.063 (Engineering), we recommend that the proposal submitted by LTL Directional Drilling Services Ltd., dated March 16, 2012 be accepted in the amount of $750,320 inclusive of HST, to directionally drill a new trunk watermain for the City of Thunder Bay which will replace the existing watermain at the end of Victor Street that services Riverdale Road and crosses the Kaministiquia River;

AND THAT Administration be authorized to negotiate a formal contract with LTL Directional Drilling Services Ltd., on the basis outlined in this report and in accordance with Corporate By-Law 113-

With respect to Report No. 2012.071 (Roads), we recommend that City Council approve the “New Municipal Hazardous or Special Waste Services Agreement” and the “Amending Agreement - New Municipal Hazardous or Special Waste Services Agreement” between the City of Thunder Bay and Stewardship Ontario;

AND THAT the Mayor and Clerk are authorized to execute any necessary documentation related to the Agreements;

Professional Services - Whalen Building Terra-Cotta Repairs - Phase 2

Report No. 2012.074 (Construction/ Renovation Services) recommending that the negotiated method of procurement as outlined in Sections 4.08 and 4.09 of the Supply Management By-law No. 113-2011 be accepted to obtain professional services for the development and administration of contract documents associated with the Phase 2 Terracotta repairs at the Whalen Building from KGS Group Consulting Engineers in the amount of $160,430.00 (including contingency and HST rebate). AND THAT the Manager – Supply Management be authorized to issue a purchase order to award this purchase;

AND THAT the Mayor and City Clerk be authorized to sign all documentation related to these matters;

AND THAT the work be funded in accordance with the Contract Source of Financing form attached to this report;

Report No. 2012.075 (Construction / Renovation Services) recommending that Tender No. 2011-75, for the construction of a new Mountainview Cemetery operations office be awarded to RML Contracting (2005) LTD., up to the amount of $735,300.00 inclusive of all taxes and a contingency allowance. Transit Vision 2040

Report No. 2012.077 (Transit) recommending that Council endorse the Transit Vision 2040 as developed by the Canadian Urban Transit Association (CUTA), including its 6 Focus Areas and 27 Strategic Directions as identified in Attachment A and that Administration work to align the future vision of public transit services with Transit Vision 2040 and endeavor to reach or exceed performance targets outlined in the Vision. (Pages 94 - 102)
