Municipal Forest Fire Agreement

Report No. 2012.034 (Thunder Bay Fire Rescue) recommending the approval of an extension to the Municipal Forest Fire Management Agreement between Her Majesty the Queen in the right of Ontario as represented by the Minister of Natural Resources and the Corporation of the City of Thunder Bay through Thunder Bay Fire Rescue. With respect to Report No. 2012.034 (Fire Services), we recommend that City Council approve an extension to The Municipal Forest Fire Agreement between the Ministry of Natural Resources (MNR) and the City of Thunder Bay through Thunder Bay Fire Rescue (TBFR) for the years April 1, 2012 to March 31, 2017, as appended to this Report;

AND THAT the Mayor and Clerk be authorized to execute this, and any future extensions, by way of agreement between the MNR and the City of Thunder Bay through TBFR provided that any amendments are satisfactory to the Fire Chief;

AND THAT the Mayor and Clerk be authorized to execute any necessary related documentation;

AND THAT any necessary by-laws be presented to Council for ratification.

Full Scale Implementation of Integrated Electrical Energy Demand
Optimization of Drinking Water and Wastewater Treatment Systems in Thunder Bay

Report No. 2012.008 (Environment) recommending that, subject to approval of the 2012 Rate Supported Capital Budget, Administration be directed to proceed with the full scale implementation of integrated electrical energy demand optimization of drinking water and wastewater treatment systems in Thunder Bay as outlined in this report. (Pages 81-92)

With respect to Report No. 2012.008 (Environment), we recommend that, subject to approval of the 2012 Rate Supported Capital Budget, Administration be directed to proceed with the full scale implementation of integrated electrical energy demand optimization of drinking water and wastewater treatment systems in Thunder Bay as outlined in this report;

AND THAT project management and consulting engineering services required in relation to the full scale implementation of integrated electrical energy demand optimization of drinking water and wastewater treatment systems in Thunder Bay, be awarded as a single-sourced, negotiated contract, as per the conditions of the Showcasing Water Innovation funding application, to Ontario Clean Water Agency (OCWA), at an estimated cost of $286,100.00 (plus HST);

AND THAT the required purchase of turbo blowers for the Atlantic Avenue Water Pollution Control Plant be single sourced, facilitated through OCWA, from APG Neuros Inc., at a cost not to exceed $700,000.00 (plus HST);

AND THAT the Manager – Supply Management be authorized to issue purchase orders to the named project partners associated with the project in relation to full scale implementation of integrated electrical energy demand optimization of drinking water and wastewater treatment systems in Thunder Bay, on a single sourced, negotiated price contract basis, as per the conditions of the Showcasing Water Innovation funding application;

AND THAT the work be funded in accordance with the Source of Financing Form attached to this Report;

AND THAT Appropriation Change Order No. 4 be approved;

AND THAT the General Manager - Infrastructure and Operations report any circumstances to City Council should serious variation in the project occur as the work proceeds;

AND THAT the Mayor and City Clerk be authorized to sign all documentation related to these matters;

AND THAT the City Clerk, and, the General Manager – Infrastructure and Operations, be authorized by City Council to execute all contracts, agreements, and, other documentation related to the Showcasing Water Innovation Grant Funding Agreement;

AND THAT any necessary By-laws be presented to City Council for ratification.

2012 Annual Corporate Accessibility Plan

Report No. 2012.046 ( Recreation & Culture) recommending the approval of the City of Thunder Bay's 2012 Annual Corporate Accessibility Plan. (Pages 93-99)

AND THAT the Accessibility Advisory Committee and Administration implement the City of Thunder Bay’s 2012 Annual Corporate Accessibility Plan;

AND THAT any necessary By-laws be presented to City Council for ratification

Graffiti Advisory Committee Report

Report No. 2012.044 (Infrastructure & Operations) relative to presenting an evidence based three point strategy – Prevent, Report, Remove which is supported by a communication plan, a tracking database/metrics, a policy, a by-law and a rebate/subsidy program. (Pages 102-125)

With respect to Report No. 2012.044 (Infrastructure & Operations) the Graffiti Advisory Committee recommends that Administration adopt and proceed with the implementation of the Graffiti Management Strategy, as outlined in this Report;

AND THAT a subsidy and rebate program as outlined in this Report for Residential properties and Commercial properties with a total assessed value of $400,000 or less, be offered;

AND THAT Administration after one full year of operation, prepare a report outlining the success of the program;

AND THAT the program be established as a Pilot Program for 1 year;

AND THAT the Graffiti Advisory Committee having satisfied its Terms of Reference (Attachment “A”) and fulfilled its mandate, be dissolved;

AND THAT the Graffiti Management Policy, as outlined in Attachment “B” to the Report, be adopted;

AND THAT the draft by-law regarding Graffiti Management as attached to the Report be approved in principal and submitted to Council for ratification (Attachment “C”);

AND THAT the work be funded in accordance with the Source of Financing form attached to this Report;

AND THAT Appropriation Change Order No. 6 be approved;

AND THAT the necessary by-law, be presented to Council.

Canada Steamship Lines - Permission for use of name 'Thunder Bay'

Pending the passage of the resolution at the Committee of the Whole meeting, the resolution will be presented for ratification at the City Council meeting to be held later in the evening and will require a two-thirds vote.

With respect to the request from Canada Steamship Lines (Montreal) for permission for the use of the name 'Thunder Bay', we recommend that City Council express its support for the naming of vessel 'Thunder Bay'
