AND THAT project management and consulting engineering services required in relation to the full scale implementation of integrated electrical energy demand optimization of drinking water and wastewater treatment systems in Thunder Bay, be awarded as a single-sourced, negotiated contract, as per the conditions of the Showcasing Water Innovation funding application, to Ontario Clean Water Agency (OCWA), at an estimated cost of $286,100.00 (plus HST);
AND THAT the required purchase of turbo blowers for the Atlantic Avenue Water Pollution Control Plant be single sourced, facilitated through OCWA, from APG Neuros Inc., at a cost not to exceed $700,000.00 (plus HST);
AND THAT the Manager – Supply Management be authorized to issue purchase orders to the named project partners associated with the project in relation to full scale implementation of integrated electrical energy demand optimization of drinking water and wastewater treatment systems in Thunder Bay, on a single sourced, negotiated price contract basis, as per the conditions of the Showcasing Water Innovation funding application;
AND THAT the work be funded in accordance with the Source of Financing Form attached to this Report;
AND THAT Appropriation Change Order No. 4 be approved;
AND THAT the General Manager - Infrastructure and Operations report any circumstances to City Council should serious variation in the project occur as the work proceeds;
AND THAT the Mayor and City Clerk be authorized to sign all documentation related to these matters;
AND THAT the City Clerk, and, the General Manager – Infrastructure and Operations, be authorized by City Council to execute all contracts, agreements, and, other documentation related to the Showcasing Water Innovation Grant Funding Agreement;
AND THAT any necessary By-laws be presented to City Council for ratification.
