SUBJECT	RFP - Design of EMS HQ and Thunder Bay North Station

RECOMMENDATION

THAT with respect to Report No. 2007.119 (Emergency Medical Services) we recommend that Superior North EMS and the Facilities and Fleet Department proceed with the design phase for constructing a new EMS station and making renovations to the Selkirk base to a limit of $200,000;

AND THAT Appropriation Change Order No.22 be approved;

AND THAT the Mayor and Clerk be authorized to execute any necessary documentation;

AND THAT any necessary by-laws be presented to Council for ratification.

To request approval to hire a consultant that will guide the Facilities and Fleet Department and the Emergency Medical Services Division in the design phase for construction of a new Thunder Bay North EMS Station. The Facilities and Fleet Department will issue an RFP for consulting services, and this process should be complete by December 2007.

On April 30, 2007, City Council approved EMS’ plan, in principle, to replace the Roland Street and Beck Street EMS Stations and the EMS Headquarters with a new facility on Oliver Road. Included in this plan were renovations to the Selkirk Street EMS Station to permit an additional paramedic crew to be posted there 24 hours a day.

Upon approval by City Council, the Facilities and Fleet Department and EMS will issue an RFP for consulting services to guide the Department and Division through the design phase. Funding for the RFP will be secured from EMS’ Cross Border Billing ReserveAs advised in Council Report No. 2007.093 (Emergency Medical Services) - EMS HQ, it is expected that a new EMS station will reduce response times in the north ward, which are higher than those in the south ward. Two EMS stations and the current HQ will be closed, and operations consolidated in the new facility. Suitable land at the former Oliver Road School property has been purchased for this use. The Selkirk Street EMS station will be renovated to house an additional paramedic crew 24 hours per day.

The design phase is the next step to guide the Department and Division through the process. EMS will return to City Council with a report in early 2008 requesting authorization to proceed to the next phase – the issuing of an RFP for construction of the facility.

A favourable arrangement with the Algoma Designated Delivery Agent has resulted in an estimated $557,464 being made available from the Cross Border Billing Reserve which may be used for this purpose. The design phase is expected to cost approximately $200,000 as per Appropriation Change Order No. 22 (Attachment 2).

Details of the Contract Source of Financing and Appropriation Change Order No. 22 are shown in Attachments “1” and “2”.

It is concluded that an RFP should be issued to hire a consultant to guide the Department and Division through the design phase of the new EMS HQ and Selkirk Street EMS Station renovations in accordance with Corporate Report No. 2007.093.
