SUBJECT	EMS Lease Renewal Beck Street Station

REPORT SUMMARY

To recommend the renewal of the City of Thunder Bay lease agreement for Superior North EMS Beck Street station in Thunder Bay.

In 1994 Nipigon Hospital was responsible for Ambulance Services in the City of Thunder Bay. They contracted the building of the Beck Street Station based on a 10-year lease agreement. During the Local Services Realignment exercise in 2001, the City of Thunder Bay assumed the lease agreement, which expired in October 1, 2004.

Currently, this station is the only one located in the north ward. In 2004 paramedics respond to 5120 calls from this facility. EMS is currently conducting an extensive review of call volume and locations. The review is expected to be complete in the summer of 2005. The landlord has requested the new lease include all actual property taxes. The previous agreement was limited to $3000.00 per year. The current base cost is $2,612.50 per month ($31,350.00 annually) or $11.19 per square foot. The new lease would include the same base cost with an additional $6000.00 for property taxes. This would be inline with other lease agreements the City of Thunder Bay currently holds.

The EMS station located on Beck Street plays a significant role on emergency response times in the north ward. Pending the review of call volume and locations the City of Thunder Bay should proceed with an annual lease renewal of the Beck Street station.

THAT with respect to Report No. 2005.050 (Emergency Medical Services) we recommend that the Realty Services Division enter into an annual lease renewal for the EMS Beck Street Station for the amount of $31,350.00;

AND THAT the Mayor and City Clerk be authorized to execute the lease agreement outlined in this Report, including any supplementary agreements, and renewal agreements related to the Lease Agreement in which no major changes to the current Agreements are proposed;

AND THAT any necessary by-laws be presented to City Council for ratification.
