SUBJECT	Exchange of services with Confederation College

REPORT SUMMARY

To recommend that the City enter into an exchange of services mutually beneficial to Confederation College and Superior North EMS.

Prior to Local Services Realignment, retired ambulances were removed from service, driven to Toronto and sold at government auctions. Since 2001, we have been disposing of retired ambulances through the Materials Management annual surplus auction. Prices have ranged between $4,000 to $5,000 at auctions depending on the quality of the vehicle.

It has been past practice to loan a spare ambulance to the Confederation College Paramedic Program when required for the instruction of paramedics. Superior North EMS has worked cooperatively with college staff to support the education of local paramedics as one tool to decrease staff shortage and improve the quality of education delivered. A retired ambulance has been identified as being suitable for the College program.

In discussions with the Academic Director of the School of Health & Community Services it was suggested that a recruitment/promotional video could be produced for Superior North EMS to assist in recruiting paramedics from other communities. Materials Management has been consulted about this proposal and has no objections.

It is concluded that this exchange of services stands to benefit both agencies with minimal financial impact on individual budgets. It will also eliminate the need to locate and loan an ambulance to the college when they need one.

THAT with respect to Report No. 2003.110 (Emergency Medical Services), we recommend the City of Thunder Bay take the necessary steps to exchange a retired ambulance with Confederation College for a recruitment/promotional video.
